Inside the Oligarchy

When The Oligarchy was formed by the original Intervention Manifesto in 2091, it consisted of four private-sector mega-corporations, each tasked with its own military function within the program. In 2135, the forty-four-year old Manifesto was re-written, enhanced and re-designated Mandatory Arbitration. While the new legislation gave The Oligarchy COMPLETE control over all military operations, it still used the same four corporations. A list of the corporations of The Oligarchy, as well as a brief description of their military roles as stated by Mandatory Arbitration, is as follows:

NEW HORIZON, Melbourne, Australia: Develops, produces, and distributes all energy sources for all military forces, as well as for the GICG’s colonization programs.

SYNTAX NOBLE, Hastings, East Sussex, England: Develops, trains, and organizes all combat personnel units. Develops cutting-edge combatant programs and super-soldier projects.

SPARTAN CORP, Grand Rapids, Michigan, US: Responsible for engineering, development and manufacturing of all military hardware, including vehicles, weaponry, and munitions.

HYUBASSA, Tokyo, Japan: Responsible for all battle-field analysis for military encounters both domestic and abroad (trans-galaxy). Serves as center for research and development of new technologies and analysis for strategies and tactics of both enemy and ally.


Troops under Mandatory Arbitration (MA) are paid corporate units. They are commonly referred to as Marines, as a large portion of those who sign up with The Oligarchy as combatants have military history either themselves or through family.

The legal entity known as Sentinel is still in existence, and provides over-watch of The Oligarchy for the GICG (the world ordered government). Sentinel’s primary duty is making sure that all Oligarchy corporations comply with federal regulations set forth by Mandatory Arbitration.

The GICG itself assists MA forces when possible, but its primary focus is developing the colonization program to deal with Earth’s over-population problem. MA forces accompany GICG colony missions across the galaxy and protects colonial personnel. MA forces also occupy GICG nations on Earth, and protect them from insurgent remnants still in existence after WWIII.


MA forces operate primarily in small groups. They place a premium on the lives of the combatants. As such, only the most advanced vehicles, weapons, and tactics are used. Gone are the days of “The Lowest Bidder.” MA technology represents the pinnacle of human engineering and battle technology in the mid-22nd Century. Negotiation is also critical to MA tactics. Special warfare-trained negotiators are used before nearly every confrontation, both on Earth and abroad across the galaxy, to try to diffuse hostile situations before things turn ugly (**Note: things usually turn uglier for opponents of MA forces than they do for MA forces**). Called “Combat Mediators,” these battle-hardened arbiters are one of the reasons for the widespread public acceptance of the MA program. These negotiators show that MA forces, the GICG—humanity in general—value peace over war.

When war is the only option, though, MA forces use every channel imaginable to get the job done. Air, land, sea, and space—wherever there’s a fight, MA forces can be there. They emphasize speed and agility, and MA forces usually credit their success to the remarkable performance they achieve from their vehicles, tactics, and training.
