The Toa Naga are a mysterious duo of assassins currently working for the high council, though they seem far from trustworthy when spoken to in person. The peculiar pair seem to be brothers and they don't look to be Toa at all, despite their honorary title. In fact, they far more resemble dark hunters than the valiant warriors they profess to be.

Story: The Toa Naga arrived in Onu Koro on an otherwise deserted and heavily damaged ship three years ago. Luckily, Toa Ohnuh was present at the time and responded quickly to the Matoran's alarm. The pair of dark hunters quickly laid down their weapons when he arrived, having only defended themselves and failed to seriously injure any of the Matoran guard that attacked them. At first, it was thought that they came from Moto Ra, but upon closer inspection their ship proved to be entirely alien in origin and the brothers were found unfamiliar with this island or any others nearby.
When questioned, the duo only offered that their memories were hazy before landing on the island and that they suspected they'd been adrift on the broken ship for a long time. They faintly recalled service to the dark brotherhood for a while, but little else. In the end, they were given a trial which was suspended due to lack of evidence. Their sentence was to join the Order and become honorary Toa in order to carry out missions for the council. The pair accepted with little hesitation and they've been working for the order ever since.
The Naga have been remarked to have distinctly Rakshi-like appearances and even the way they move and speak is reminiscent of the foul Makuta-spawn, however they are far more intelligent than Rakshi and don't seem to profess any feelings of pity towards the beasts. The Naga brothers have almost never separated and they speak in peculiar and somewhat creepy riddles that make the skin crawl and the mind race.
