Locomotive #5607 is owned by the LEGO Rail Transportation Society. (LRTS for short) It is a Hall class built in 1940 by Great Western Railway and is currently painted in blue with black stripes. LDD files is included.

(I guessed on the top speed, so if anyone can help me find a accurate number, that would be nice.)

The tender features a three wheeled bogie design modified from the one in Anthony Sava's ALCO MRS-1. The middle axle moves side to side, as to allow going through switches and curves without issue.

EDIT 5/9/14: I changed the color to blue, and updated LDD file.

EDIT: 9/18/14: LDD file and pictures updated to reflect the sister locomotive #5972.
