The handle is linked to a couple of technic cogs, and rotates the rocket launch pad. The satellites are superior, simply because they are star shaped and look pretty in the night sky - unfortunately they don't work as well as your regular satellite. Normally you'd find them in trans green on top of CS Christmas trees.

It was the train segmented form that was the driving design inspiration here.
