This is one of my favorite figures so far. You played with proportions quite well and the colors work. My only complaint with the figure is that the technic- intensive motive which contrasts so delightfully with the mask and ridges isn't carried all the way to the legs. This said, it seems you put very little effort in its equipment, in most cases you just took a weapon from the bin and put it there. The axes are well made though. All in all, this is worth a good 6 points for me.
I'll keep my comment short and blunt so you can hopefully fix all the issues. The arms contrast too much with the legs in terms of building style (more technic would be good, perhaps), the accessories are a bit simple (plus non-hand accesories - jetpack, backpack, wrist blades, stuff like that would make it more interesting) and the torso is too thin. I like your effective use of green but it would work better if the rest of it was just black+trans color (maybe trans red would work well. The lower legs are the perfect level of bulk for something like this, try to get the rest of him to that kind of bulk. Also try to fill in some of the gaps in the arms and such. Finally, a three-pronged foot (piraka claw or custom foot) would work better. All that being said, this is a pretty nice MOC, good luck in the contest.
I made a comment but it seems to not have gone through... here goes. It could use more green, the legs need some bulking up. I like the elbow design though. Maybe you could have included storage for some of the accessories.
