Harry was in awe seeing the stadium fill with a hundred thousand wizards. He hadn't really thought much about wizards from other countries.

Ron looked through his omnioculars. "Cool, with the replay function, I can make that bloke pick his nose again, and again and again."

"All the way to the top," said Mr. Weasley.
As they filed in to the first row, Harry counted about 20 seats in the top box that was empty except for a house elf.

Ludo Bagman stood up and touched his wand to his throat. "Sonorus", he said.
"WELCOME TO THE FINAL OF THE QUIDDITCH WORLD CUP!" his voice boomed through the stadium.

Harry's mind went blank when the Veela danced. When he came to, he found one foot on the barrier; he saw Ron standing in a diver's pose. Hermione grabbed him and pulled him back into his seat. Ron's dad grabbed and held Ron's hat for him.

"Leprechauns", said Mr. Weasley.
Harry looked up and saw bearded little men flying, carrying green or gold lanterns. As they flew over the crowd they dropped gold coins. Ron scrambled to grab some.

Suddenly during the match two figures (Krum and Lynch) flew to the ground as if they'd fallen out of an airplane. Krum pulled up at the last moment, but Lynch hit the ground. Ginny stood up in alarm.
"Don't worry," said Charlie, "He's only been plowed."
"AND NOW IT'S TIME OUT!" cried Bagman.
Harry checked his omnioculars, "Wronski Feint, Dangerous Seeker Diversion", it read.

STORY:
When Harry got to the top box, he estimated there were about 20 seats. This is enough for the people mentioned plus a couple unnamed Ministry workers. The seating chart is unclear so I took a guess.
From left to right in the front row:
Bill, Fred and George (or George and Fred), Charlie, Percy, Arthur, Ginny and Ron Weasley; Harry Potter; and Hermione Granger.
From left to right in the back row:
Basil - Keeper of the Portkeys (wearing a kilt and poncho); Dolores Umbridge; Bulgaria's Minister of Magic; Cornelius Fudge (U.K.'s Minister of Magic); Ludo Bagman (wearing his Wimbourne Wasps Quidditch Robes); Lucius, Draco and Narcissa Malfoy; Winky and nobody(?).
The Stadium was decorated in gold and purple, the colors associated with wizards.

NUTS & BOLTS:
This wasn't a difficult build; buying the minis and finding gold and purple pieces I could use was the real challenge.
I'd had this in mind for a long time but was inspired to get it done upon the release of the Beauty and the Beast set, which comes with a dark orange ponytail I'd been wanting for Bill (I posed him front and backwards). I think Percy's face came from a figure in "Spider-man's Train Rescue" set. Ron is wearing a Leprechaun hat. I got a kilt and poncho to make Basil; he probably doesn't rate the top box, but he's funny. Dolores Umbridge is rare and too expensive, so after they brought her hair back, I used other pieces with it, such as a face from Speed Racer, which is where I got most of Fudge's outfit, although his hat comes from the Riddler.
I added the Bulgarian and Irish flags as well as a figure under the invisibility cloak and made that the main scene.
June 2017: I got some more dark orange hair pieces: Flat Top to make Charlie look tougher, younger hair for Ginny of the type from Chamber of Secrets, and Bowl Cut for Ron. I also got Ron's third year jacket, so he's wearing that in the new scenes. I wanted to get the proper Bumblebee hips and legs for Bagman, but didn't read the fine print and got the legs without the hips. SIGH.
I got pearl gold 1x1 plates and 1x2 jumpers to build up the sides. Note: if you want to build up from pearl gold jumpers, get the ones without the groove so they fit flush.
I'd hoped to get a Merry face for Bill, but the shops I visited weren't selling one.
