The Borodin class starship was first developed in the 2370's. With conditions gradually deteriorating in the Gamma Quadrant, Starfleet wanted a vessel capable of exploring the region without fear from the Dominion and the Jem'Hadar. Their solution was the powerful Borodin. Unfortunately, the Federation found itself at war with the Dominion just months before the Borodin was scheduled to begin production. The Borodin was forced to be shelved until 2381, unfortunately when the Imperial War broke out in 2379 and the Borodin Project was cancelled. Ten years after the war in 2395 the Borodin Project was restarted but the ships weapons were scaled down as the Spartan and Athena Classes fulfilled Starfleet’s need for warships. The U.S.S. Borodin was launched in 2403. The Borodin is equipped with a Regenerative shield system and is armed with 7 Type XI Phaser Arrays and 1 Quantum Torpedo Turret. The Borodin Class measures 720 meters long by 360 meters wide and has 20 decks. The ship has a standard crew of 750 but can carry a maximum 2,000 persons. The Borodin can reach warp 12.

a starship can exceed warp 10, it is a form of transwarp drive

to Matty Mason, a starship can get as close to Warp 10 as they can go but never reach it, for instance a starship can go Warp 9.99999

Well, this is very good, although,as every Trekkie should know, no starship can pass warp 9.975, as proven by an episode of Voyager. Still, it's cool.
